You'll have to turn it on: Right-click Start Menu > Customize... > Check the "Run command" checkbox

Just type "msconfig" in the Start Search box and the System Configuration tool will start up.

No he doesn't. He just types the command into the Start Search box and up the utility comes. Try it.

Windows Key + R All Programs > Accessories > Run... Customize start menu and add Run... back to the start menu

You can type it into the search box, and even use command line switches there. It's the easiest way.
You can also right click the start menu and go to properties> customize> and check the run command. It will add it to your start menu.

I found what I think is a bug and reported it while playing around with variations on accessing Run. Try this one: Start>All Programs>Accessories and then right click on the Run icon in the directory. Choose Open File Location (bottom entry). What folder does Explorer open? On my system Explorer opened the Desktop folder. I don't have Run on my desktop so what gives with that?
As it turns out, if you choose Properties and check the Shortcut tab the Target listed there is the Desktop. Of course. But I haven't sent it to the desktop yet so why is Explorer using this info to open the file location?

I think you have a legitimate bug and Vista has a long way to go to achieve clairvoyance. When I right click on run icon it opens Desktop folder. I don't know why--I agree it's a bug. Ed co-wrote the Windows XP Inside Out MSFT Press book and I'm not sure if he'll do the Vista but I suspect he will. I'm not sure what the file location of the run box is if there is one. I know that when I've had my cmd get a bit corrupted in that it won't show the top bar from which you can right click, I can do a selective system file check by pulling it out of C:\Windows\System 32\DLLCache and just drag the cmd out to the desktop and it will be replaced in DLLCache.
If the run cmd were missing, you can regedit in XP at:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

BTW lol if you type run into search the run box will pop up---in case you want to run two run boxes at once or you could use the address bar run/run box and run three of them. Once in a while I can get more than one run box to pop up--and then of course there's running it from TaskMan>Applications>new. I have some screenshots from XP with several run boxes up but I probably got those from simply being thin on resourcs.
